Atendiendo a este interés objetivo, y al margen de otros indicadores económicos y estudios de tendencia, el Ministerio de Agricultura, Pesca y Alimentación comenzó a elaborar en 1987 un Panel del Consumo Alimentario, realizado a partir de una amplia muestra de consumidores y segmentando el mercado en tres grupos diferentes: consumo doméstico, hostelería y restauración, y consumo "institucional".
